2019 Spring Membership Meeting Minutes

Minutes: The Minutes from the Fall League meeting were approved as presented.
Commissioners: Rick thanked coaches for timely submission of rosters. He explained the method to transform rosters prepared using Team Unify into Hytek. Rick summarized the roster update rule and reported that there were no full protests of any dual meet this past year. However, there were many "mini" protests (to adjust swimmer times). Rick noted that there is still some confusion about the requirements for annual certification of Referees, AO's, and MM operators. Jenn reported that there were some issues with rosters concerning incorrect gender and birthdates, and emphasized the importance of timely posting of meet results.
Division Championships: Bert went over the results of the various championships in Carl's absence including the percentage of swimmers who participated at the Championship and distance meets. Bert pointed out that host bids may be submitted for next years' meets, and highlighted the bid deadline. He also reviewed bidding requirements, meet timelines and host responsibilities
Charlie Hartley: Mark reported the number of swimmers at this year's meet. The tentative 2020 Meet date is February 22, 2020 at GCIT. He also reviewed the philosophy of the meet. Elliot mentioned the need for more officials at the meet.
Officials: Fred listed the various official positions at a meet and the training necessary for each to be certified. He summarized the requirements for qualification and fees for each class. Jenn summarized the Meet Manager Operator's Clinic requirements and fees. The total number of certified officials and Meet Manager Operators for this past season were similar to the number of certified Officials and Operators last year.
Scheduling: Elliot went over the divisions and the deadlines to submit scheduling requests to Erik.
Finance: Elliot summarized the budget for the 2019-20 season proposed by the Board, and highlighted certain expenses and sources of income. Notably, the proposed budget does not include changes to League dues ($100/team), Championship fees ($75/team), or splash fees at Championships ($0). However, the budget reflects a $5 increase in clinic fees (to $15 per attendee) and some adjustments to League expenses. A suggestion to incorporate clinic fees into the initial invoices issued to each member was tabled for further evaluation. The proposed budget, which calls for a $1,400 deficit of expenses to income, was approved as presented.
Rules: Bert proposed rules changes to conform the maximum open swimmer age to 21, which were unanimously approved.
Board Elections: Elliot presented the candidates for Board officer and At Large positions. Bert Hewitt-Vice President, Bob Heebner Jr.-Secretary, Ken Burk-Girls' Commissioner, Erik Nelson-Coaches' Representative, Tom Warrick, Rick Carson, Sonia Wolbert, and Carl Sandoe-At Large, were elected by voice vote.
Website: Elliot reminded coaches to register on the website and urged teams to make sure that contacts are updated and correct since the website is an important resource used for communications.
League Calendar: Elliot went over the League Calendar and highlighted key dates and deadlines.
Congratulations: Bert Hewitt was congratulated for receiving the National 2019 Connie Carol Award. Erik Nelson was congratulated for being selected to serve on the National YMCA Coaches Executive Committee. Tom reported that Penn Del Coaches Mike Wolbert, Tracy Merke, and Kimberly Evans were each nominated for the National YMCA Coach of the Year.
PA Swimming: Tom reported the numbers of teams, swimmers, and coaches in Pennsylvania. He also discussed various websites which contain important information, tools and resources. He identified the State Committee members. Tom reported that the dates for 2020 Districts will be March 6-8, and the State Meet is scheduled March 20-22, 2020. The National Meet dates and websites were listed.
New Business: The Safe Sport Requirement was discussed. The League will not implement a procedure for compliance with Safe Sport, but will abide by policies adopted by local YMCAs. The Tech suit issue was discussed and members were informed that, as of September 1, 2020, tech suits are not allowed for 12 and Under swimmers.
